       A certificate of occupancy is a document issued by a local government agency or building department certifying a building's compliance with applicable building codes and other laws, and indicating it to be in a condition suitable for occupancy.

    The procedure and requirements for the certificate vary widely from jurisdiction to jurisdiction and on the type of structure. In the United States, obtaining a certificate is generally required whenever:

• a new building is constructed
• a building built for one use is to be used for another (e.g., an industrial building converted for residential use)
• occupancy of a commercial or industrial building changes, or ownership of a commercial, industrial, or multiple-family residential building changes

      The purpose of obtaining a certificate of occupancy is to prove that, according to the law, the house or building is in liveable condition. Generally, such a certificate is necessary to be able to occupy the structure for everyday use, as well as to be able to sign a contract to sell the space and close on a mortgage for the space.

    A certificate of occupancy is evidence that the building complies substantially with the plans and specifications that have been submitted to, and approved by, the local authority. Procedures, requirements for obtaining C of O in Lagos State.

Investigations have revealed that majority of home owners in Lagos State, and in many other states of the federation, have no Certificate of Occupancy (C of O).

A Certificate of Occupancy is a document issued by State governments in Nigeria to a land/property buyer as a proof of ownership. A parcel of land or property without an authentic C of O or equivalent could be likened to a vehicle without an authentic vehicle licence.

Individuals or corporations seeking to buy land in Lagos have several options:They can buy straight from the government in the case of government acquired land or buy from individuals who have bought from the government or buy from the natives (popularly known as Omo o’nile in Lagos), after verifying from the authorities that they are not illegally selling government acquired land. Whoever one buys from, you need to eventually obtain a C of O from the state government to legitimize the purchase, if the previous owner have not already done so.

The following are the step by step procedures and documents required for obtaining a C of O in Lagos State for both State land and non-State land:

Procedures for State land 

Applicant purchases and submits application pack to Land Use Allocation Committee (LUAC) and collects acknowledgement slip;  Applicant collects letter of offer of allocation (1 day); Applicant pays for allocated land (within 90 days); Applicant issued with letter of confirmation with plot and block number (Full payments must be made before Plots & Blocks are allocated); Scheme Officer processes application for C of O, signs off on the file and forward files to Executive Secretary LUAC (5 days); Surveyor General provides Scheme Officer with digitized survey (2 days); ES LUAC approves processing and signs letter of allocation. ES LUAC signs off on the file, send file to the Senior Special Assistant to the Governor on Lands (2 days); SSA (Lands) vets entire file and sends file/application with a covering memo to the Permanent Secretary Lands Bureau (2 days); If file has a query, message is relayed back by notification; PS Lands signs off on the memo and sends file to Governor (2 days); Governor approves file and electronically signs the C of O (2 days); If file has a query, message is relayed back by notification.

 Upon approval and signing of C of O, the Governor signs off and sends file to the Deputy Registrar for further processing (2 days); Deputy Registrar processes file further, signs off and sends file to Registrar of Titles for final registration (2 days); Registrar of Titles registers the C of O, signs off and request for printing of C of O (1 day).

The whole process adds up to 21 days

 Formal Letter addressed to the Executive Secretary – Land Use and Allocation Committee, Block 13, Room 4, Lands Bureau, The Secretariat, Alausa, Ikeja; Standard Allocation Form with Receipt – Lekki Peninsula Schemes, Abijo Commercial and Industrial (Form for Prime Land); other areas (Form for General); Four Passport Photographs with white background; Evidence of payment of Income Tax; Current Development Levy (In case of company, Evidence of payment of Income Tax of Two Directors and Development Levy); Survey Plan; All payment receipts of Land Charges; Vital Information Form.

 Procedures for Non-State land Submission of Application and Vital Information Form for Certificate of Occupancy (by Applicant); Compilation of applicants names for publication, Title Search for previous Registration and Site Inspection (21 days); Certificate of Occupancy Engrossment (by LUAC);

 Recommendation for execution of C of O (by ES LUAC, SSA Lands & PS Lands); Execution of C of O (by Governor); Stamp Duty (by Commissioner for Stamp Duties); Registration of C of O (by Land Registry); and Collection of executed and registered C of O (by Applicant).

Documents required for Non-State land Formal Letter addressed to the ES LUAC, Block 13, Room 4, Lands Bureau, The Secretariat, Alausa, Ikeja; Completed Certificate of Occupancy Form with receipt; Land Information Certificate with receipt; Four original Survey Plan (2 in cloth and 2 in paper); Four Passport Photograph with white background; Sketch Map of the Site Location; Purchase Receipt Duly Stamped; Evidence of payment of Income Tax; Current Development Levy. (In case of Company, Two Directors Tax Clearance and Development Levy); Publication Fee – N10,000.00; Capital Contribution Fee subject to a minimum of N30,000.00; Building Plan Approval if developed; and Copy of Tenement Rate Receipt (if occupied).

THE UNTOLD STORY OF THE ABURI ACCORD BY:General Yakubu Gowon,

A former Nigerian Military Head of State, General Yakubu Gowon, disclosed how lies by late warlord, Odumegu Ojukwu after the Aburi accord led to Biafra civil war, between 1967 and 1970.

Former military Head of State, General Yakubu Gowon has given insight into what happened at the Aburi Conference, in Ghana, convened to resolve Nigeria’s civil war.

The civil war started in 1967 and ended in 1970.

Gowon became head of state in July 1966.

The former leader declared that the Federal Government, under his leadership, went to Aburi unprepared, following a disagreement which broke out between the Supreme Military Council (SMC) and the Eastern region, led by late Colonel Odumegwu Ojukwu.

He was, however, quick to add that their decision to go to Aburi was borne out of the desire of leaders on both sides, at the time, to win back the trust and confidence of Nigerians and insisted that secession was never part of the resolutions they agreed on.

Gowon disclosed this, yesterday, on an Africa Independent Television (AIT) programme “People, Politics and Power,” monitored in Lagos.

“We agreed to put our heads together, to regain the trust and confidence of Nigerians. We went to Aburi, to agree to deal with the situation of our country, by ourselves. We did not go with any prepared position on the federal side, but, Ojukwu came with a paper he prepared. His prepared position was on a pink paper. Usually, pink paper at the Staff College is directing staff solution to the problem,”

He further disclosed that most of the positions presented by Ojukwu at the conference were accepted and that after their return to Nigeria, from Aburi, he (Gowon) was determined to keep the country together by assuaging the feelings of the South East but, Ojukwu thought otherwise.

The former military leader further said Ojukwu’s reluctance may have been informed by the killings of the Igbo in the North,which made him (Ojukwu) believe that secession was the way they could get the freedom and the security they desired.

According to Gowon, part of the understanding they had on both sides, while in Aburi, was that, as the leader, upon their return to the country, he would be the first to make any statement concerning the resolutions before any governor makes any statement.

“But, by the time I returned, I was ill; I had fever. I could not make any statement. But, Ojukwu went to the radio, to make a statement and said the things we never agreed on.

“David Ejoor was the one who called me one early morning to ask if I had heard what Ojukwu said, and I said no. He then reeled out all that Ojukwu had said and I asked David, in all honesty, if that was what we agreed. He said no.

“To keep the country together was not a task that I could do alone. I needed the cooperation and understanding of every Nigerian. And, in order to ensure we kept the country together, I reckoned that we needed to have discussions among ourselves. We had a civil servant who was exceptionally experienced and good. We went there (Aburi) to restore the trust of our country.

“If we were working together, anyone with conscience will assuage the feelings (of the South-easterners). But, Ojukwu thought otherwise. He had in mind all along, based on what happened to his people in the North, that secession was the only way out. But, we were thinking of the whole country, because all parts of the country were involved. The military was not involved in the killings of South-easterners in the North.”

Explaining how his passion to keep the country together, Gowon again said: “Thank God that God knows I love the country very dearly. I have no any other loyalty but to the country, even though we were Queen commissioned, our loyalty was to our country, once we became a republic. That love and loyalty to my country was first and foremost. That had been inculcated in me; right from the on set. Once you had that as the basis, the next was to deal with the situation.

“One day, when I was doing my best to keep Nigeria together, one young man wrote me a letter; and in the letter, he wrote: ‘Do you know the meaning of Gowon?’ Gowon in my language means owner of God’s masquerade. But, the young man in his letter wrote that ‘Gowon means, Go on With One Nigeria.’ And, I said to myself, ‘this is what I was trying to tell Nigerians that we must do, as a result of all the confusions that had taken place.’ But, Nigerians are saying this is what I must do. It made an impact on me. I was more determined to keep Nigeria together.”

THE BEST AND MOST NUTRITIOUS NIGERIAN FOOD.

Ugba is one of the Nigerian restaurant specials. It is a traditional Igbo meal prepared the same way as Abacha (African Salad) but with Ugba, instead of using ugba/ukpaka as just a side ingredient, it is the main ingredient.

How to prepare Ugba [Video]

If Abacha is like cooking Ukwa na Oka (Breadfruit with Corn), Ugba is like cooking only Ukwa (Breadfruit). Ugba (Ukpaka) is known as an exclusive and expensive ingredient so if you prepare Ugba on its own instead of adding abacha, you are seen by many as someone that lives large. Mr/Mrs Chopping Life!

Ingredients for Ugba

I used:

• 3 handfuls ugba (ukpaka)
• ½ cup red palm oil
• 1 habanero pepper (atarodo, ose oyibo)
• 1 teaspoon powdered edible potash (alternative: baking soda)
• 1 big stock cube
• ½ teaspoon ogiri Igbo
• 2 big pieces of ponmo (cow skin)
• 1 big cut stockfish
• 1 handful crayfish or 2 tablespoons ground crayfish
• 10 medium crayfish
• Salt (to taste)

For serving:

• 1 red onion
• 1 small bunch of garden egg leaves (akwúkwó añara)
• 1 chunk of stockfish or dry fish (optional)

Notes on the ingredients

1. Ugba (also known as Ukpaka in some Igbo dialects) is oil bean seed. It is cooked for long hours and shredded before use in Nigerian meals. You will often see it used in preparing Ugba the meal detailed on this page, in some parts of Igboland it is added to Isi Ewu and it is a major ingredient in Abacha (African Salad).
2. Powdered edible potash is used to make the red palm oil curdle. The recipe for Ugba requires the red palm oil to be in that state. Baking soda, which I used in the video below is the perfect alternative to edible potash. Watch it in action in the video.
3. Please note that the medium crayfish stated in the list of ingredients is not oporo (large dried prawns). By medium crayfish I mean when you buy crayfish, you have some that are quite big but not as big as oporo. I usually pick these out and keep them for preparing Ugba.
4. Ogiri Igbo is a very traditional Igbo seasoning made from castor seeds. If you do not have it, skip it.
5. Ponmo is cow skin. Raw cowskin is burnt to remove the hair to get the ponmo. If you do not have ponmo, use cow tripe (shaki).
6. Stockfish is dried cod fish. If you do not have it, smoked mackerel (smoked fish) is the next best thing for this Ugba recipe.

Before you prepare Ugba

1. Rinse the ugba/ukpaka and place in a sieve to drain.
2. Cook the stockfish and ponmo with the stock cube till done. Take them off from the pot. If the stock from cooking them is too much, keep boiling till most of it has evaporated and you have about a quarter cup of stock. If using smoked fish to replace stockfish, do not cook it, just break into small pieces with your fingers and add in Step 4 in the preparation directions.
3. When the stockfish and ponmo have cooled down, cut them into small pieces (see video) and set aside. If you want to serve the Ugba with a lump of stockfish, remember to cook that one with the first one but do not break it into pieces.
4. Dissolve the edible potash or baking soda in half cup of cool water and set aside. If using edible potash, stir very well and pass the mixture through a fine sieve and set the resulting liquid aside.
5. Cut the habanero peppers (atarodo, ose oyibo) into tiny pieces.
6. Break up the medium crayfish into small pieces with your fingers.
7. Grind or pound the normal crayfish if you do not have already ground ones.
8. Cut the red onion into rings and set aside. This is for garnish.
9. Rinse and slice the garden egg leaves. This is also for garnish.
